Mā te mōhio ka ora, mā ora ka mōhio


Pou Tuahu is the management and administrative sector of the Trust and takes the position of direction, leadership and guidance of the organisation.  This team is responsible for the development and implementation of policies and procedures, training, and monitoring of the full operations of the organisation.

Within this team are the Tumuaki, Kaiwhakahaere (Service Managers), supported by the Administration Team.



Mātāpuna is the residential sector of the organisation which provides full time, long term residential accommodation and care to people who have an intellectual disability.  The Trust has several residential homes nestled within the community of Rotorua.   Each resident have their own room adorned with their personal belongings to give them a sense of home and belonging.  All communal areas are shared by each person of the home.

The Whamere (residents) are supported 24 hours a day, 7 days a week by highly skilled staff.  Staff members attend regular tikanga and care-giving training as well as specialised training when required.  Staff are also encouraged to participate in NZQA accredited courses.

The entry criteria for a person wanting to join our whanau (family) is, he/she must have a primary diagnosis of an intellectual disability and must be at least 16 years of age.

Note: Intellectual disability is defined as . . . a condition of arrested or incomplete development of the mind, which is especially characterised by impairment of skills manifested during the developmental period, skills which contribute to the overall level of intelligence, ie cognitive, language, motor and social abilities.  (WHO 1992)



This service offers a range of programmes that will stimulate, motivate and encourage self development for people with an intellectual disability.

Our programmes operate in conjunction with the school terms.  Every term a theme is selected, and all resources, energies and objectives culminates with a performance or production celebrated at the end of the term.  All programmes are flavoured with our cultural uniqueness to enhance our knowledge of Tikanga Māori and provide exposure to our cultural values.  The programmes are designed so that community integration is of a high priority.  The Trust have engaged the services of qualified instructors, masseuse and teachers to deliver these programmes, who are supported by trained staff.

Ao Manaaki provides two sessions per day:

Monday to Friday    9.00am – 12.00pm       1.00pm – 4.00pm

Whether you require advice, guidance, advocacy or just a listening ear, then Te Waharoa maybe the pathway  needed to point you in the right direction.  The role of Te Waharoa is to empower, support, understand and clarify any concerns an individual or their family members may have.

Te Waharoa is the social services unit of the Trust and the link to the community. This team also offers presentations and training to the community, and other service providers.

Te Whanau Tokotokorangi Trust has a DIAS (Disability Information and Advisory Service) contract with Ministry of Health.

Tiwhaki Hinengaro is the educational arm of the organisation and has created its own training packages, which are interactive stimulating, informative and fun.   Training modules include:

  • Cultural Awareness & Competencies
  • Emergency Management
  • Self Development
  • Holistic Outlook
  • Alternative Healing

All these modules are instructed through a Kaupapa Māori perspective.

Tiwhaki Hinengaro is responsible for facilitating the Trust’s internal training programmes.

Tiwhaki Hinengaro provides external seminars to other community groups, such as
